THE 1967 MASTER PLAN 

The urban history of Gallura over the past 60 years is complex, rooted in the desire to preserve the island’s natural beauty while simultaneously pursuing a sustainable tourism development with international appeal. The case of Gallura emerges as an emblematic example of how regional governments, entrepreneurs and builders have aligned to balance environmental protection with urban and tourist development, in an avant-garde and sustainable manner. 

Since 1968, this territory has been protected by specific urban planning legislation (the “urban planning bridge law” of 1967), which has prevented the creation of new building lots on the coast. Therefore, only existing lots from 1960 onwards are available and buildable, remaining unchanged in the foreseeable future. 

Properties in this area thus constitute a unique and rare heritage in the Mediterranean. Their value is immeasurable: integrated into the lush Mediterranean vegetation, they create a diverse and unparalleled architectural landscape. 

THE CASE STUDY OF PORTOBELLO DI GALLURA IN 1962: AN AVANT – GARDE EXAMPLE OF TERRITORIAL PROTECTION

A virtuous example of this bold regulation is represented by the Private Residential Park of Portobello di Gallura, which, with jealous conservation and avant-garde spirit, anticipated the times and set the guidelines for the regional plan for coastal protection, of which we are still witnesses today, even before its official implementation in the late 1960s/early 1970s. 

Portobello Park is the only sea-bordering Private Residential Park in Gallura and represents a true “urban miracle”, synonymous with perfect harmony between man and nature, innovation and tradition, between jealous conservation, self-regulation, and avant-garde vision. The project, conceived in the early 1960s by visionary entrepreneurs such as Engineer Carlo Emanuele Tiscornia and Doctor Franco Magliano, outlined a futuristic vision for the creation of a unique original, and unrepeatable residential project, a cultural and urban intervention reserved for lovers of beauty, nature, well-living and the poetry of these pristine places

Gradually, true sculptural houses emerged: works of art naturalized in the environment, in rocks, in the Mediterranean scrub, in perfect harmony with the landscape. A true ecosystem of low, well-hidden, never invasive homes was created, modeled on the lines of typical Gallura dwellings and conceived under the banner of “well-being for all and by all”. 

The vision continues to inspire new projects and real estate developments and can still be admired throughout Gallura: a tangible heritage of commitment to the protection, management and enhancement of an immense natural heritage unique in the Mediterranean.
